The Sangguniang Bayan of San Remigio, Cebu has authorized Municipal Mayor
Hon. Mariano Martinez
to issue special permits for cockfighting activities during barangay fiesta
celebrations across the town. The council passed
Resolution No. 269-2026
during its 40th Regular Session on July 14, 2026, held at the temporary
session hall of the Municipal Hall Building in Poblacion, with
Vice Mayor Hon. Alphonsine Corominas-Gonzales
presiding.
The measure concurs with a request from the Liga ng mga Barangay (LnB),
embodied in
LnB Resolution No. 1-2026, which was brought before the council by
LnB President Hon. Crinita Ornopia. Through it, the barangay leaders asked the council to grant the mayor the
authority to issue the permits, subject to existing laws, rules, and
regulations.
According to the Punong Barangays, the request stemmed from the local
cockfighting franchise holder's prolonged inability to operate, owing to
obligations that remain unresolved to date.
The proposal drew a divided vote. Six members supported it:
- Hon. Crinita Ornopia
- Hon. Iluminado Ornopia
- Hon. Jessa Faith Olivar
- Hon. Miguel Maria Martinez
- Hon. Inocencio Miscala, Jr.
- Hon. Michael Jeffrey Go
Three opposed it:
- Hon. Conrado Loon
- Hon. Kyle Alfonso Pestolante
- Hon. Joycee Olivar
With six in favor and three against, the resolution carried.
The permits are not yet in effect. On July 29, 2026, the council forwarded a
copy of the resolution to the
Office of the Municipal Administrator
for a review of its legal and administrative aspects before implementation.
The outcome of that review will determine whether cockfighting can once again
form part of barangay fiesta festivities in San Remigio in the coming season.
